Emperor Fred

Emperor Fred is insane, the only word he says throughout the series is "FRED!" "FA-RED!" "FREDDIO!" and other things like that. This is probably the main reason why Little Tokyo is governed by a council of wise men and not by the Emporer. He allways seems to have a new hobby every time we see him. A very... interesting character.
